Why are there no 3D stages in KoF98 'and KoF2002?

Why are there no 3D stages in KoF98 'and KoF2002?

It's just that, I'm curious. I really appreciate the Windows port of all the KoF and other SNK games, like The Last Blade 2. :D

They were derived from the NESICA versions, which themselves do not have 3D stages.
