What happens if you try while disconnected from the Internet?

What is the version of your Xbox App? (Xbox > Settings > General, near the bottom where About appears. The latest version is 29.29.31001.00000.)

Have you tried with a different Xbox Live account?

Are you a developer who has the Xbox App in developer mode (and thus may not be able to access the RETAIL sandbox correctly)?

If there is a problem sync'ing the data, then that functionality is a problem with Windows itself. That's not Phantom Dust doing that.

I have the beta Xbox app installed along with the standard app so I'll check both

I haven't tried it disconnected so I'll try that

And no I'm not a dev

I have a feeling resetting windows might be the solution but we will see

I have used another account and the Xbox app is up to date

I haven't tried with another connection though

What does the Xbox App say about service connectivity?

Have you tried any other Xbox Live-based games that use Xbox Live Connected ("Cloud") Storage? What is your experience with these games?

The game might not be fully downloading as it turns out
I have tried to re install it twice and it won't make any progress and it sometimes won't download and will pre maturely finish
